2010 United States Census Position Statement May 2010

Issue
The United States Census counts every resident in the United States, regardless of age or citizenship status and the Constitution requires the Census to take place every 10 years. The Census is a “snapshot of America” and policy, funding, and business decisions are based on the Census data. In addition, the data helps determine the number of seats each state has in the U.S. House of Representatives and over $4 trillion in federal funding is allocated based on the 2010 Census data collected. 
 
Impact on Nonprofits and the Communities They Serve
Every person counted – or not counted – in a community impacts 10 years of federal funds, political representation, public infrastructure, and private investment. There are many barriers to achieving a complete count due to the tight timeframe Census officials have to collect the data, the number of households that may not receive the Census form in the mail, the number of residents that may be displaced due to foreclosures or other economic challenges, and immigrants that may fear repercussions by giving out personal data. Lower income and more mobile populations, precisely those served by many nonprofits, are frequently undercounted by the Census, leading to the underfunding of critical services and infrastructure and underrepresentation in government. Nonprofits, which are often considered a trusted resource, can play an important role in making sure their communities are fully and accurately counted by educating their communities on the importance of the Census and how to participate. 
 
Our Position
The Wisconsin Nonprofits Association supports the efforts of the Nonprofits Count campaign, colleague organizations and the U.S. Census Bureau in conducting a complete and accurate Census in 2010. We encourage Wisconsin nonprofits to connect with their regional Complete Count Committees to help provide the cultural and community insights and connections necessary to promote the value of complete and accurate census data. In addition, we encourage all Wisconsin nonprofits to promote participation in the Census throughout their communities and be a resource to those in their communities that need assistance in completing the Census questionnaire.
